Hitch receiver

We just purchased a new Montana 3402 5th-wheel. It came equipped with a rear hitch receiver for a bike rack. However, when I tried to put my bike rack in, I noticed there was no hole drilled through the receiver to be able to put a pin through to hold the bike rack in. Is this just a fluke? Do I need to drill it myself? Am I missing something? Confused!
