The board is as you guessed. It directs air through the fins. Air absolutely must pass through those fins and out the vent above them.
I added fans to the bottom of our unit with a thermal snap switch rated at a lower setting than the existing fans. They turn on sooner, move more air and run much quieter. I rarely hear the factory fans kick on at all after adding the others. (Only the hottest most humid days while running on propane.)
Also make sure the rising air is exiting out the vent above the fins. I added baffling from thin metal roof flashing to direct air out the vent and keep from trapping hot air above the fins. Our fridge now constantly runs in the mid and upper 30's. I had to turn down the setting to keep from freezing.
