TSD or EFS card for Canadians?

I've been reading about the super fuel discounts using one of these cards and am wondering if there are any Cdns who have a tsd or efs card,, and if so, how does that work? I would think that a Canadian resident would need a contact American address and corresponding American bank account. As there are thousands of Canadian truckers traveling in the U. S. I think there must be a way to get one of these cards.
