Electric Brake Problem?

I have had my 2012 Montana 3625RE for 4 Years and have had no problems breaking. Lately I have notice I had to run the brake controller up to 8 to be comfortable and also noticed @ 10-15 mph when I squeezed my factor controller on my 2011 Ford F250 it stopped but not as quickly as I though it should.
1. I took it to a tire shop and when they adj. the trailer brakes it would not stop. Had them re adjust again!

2. Took it to an RV dealer who said the RV brakes had grease on them and replaced all 4 assemblies.
3. Took it to my Ford dealer, because I still was not satisfied it stopped any better than before. 3 Trips and was told it was ok.
4. Purchased a IPA #9107A Electric Brake Force Meter with Dynamic Load Simulation tester. Found that the manual brake showed full 12 volts but when you pushed the brake pedal you received 1/2 of that. Also when the tester was plugged in I received a message "trailer connected", when you push the brakes a message "trailer disconnected" shows up?
5. Back to Ford Dealer- After a week he replaced the plug in the bed the dealer had installed? (made no difference which plug you used factor or dealer- before I took it to him) and still 12 volts on manual 1/2 that on pedal, he said it was all working right now and he checked it with my tester?
By the way I put a volt meter on the wires coming from the front of the truck before the plugs and also determined the voltage was 6 with the pedal and 12 with the manual- with the controller on 10.

Does any of this make sense to anyone?

I’d be wanting the factory controller checked. You’ve covered most everything else, and the only thing that hasn’t been looked at is the controller. Might even be better to just install a good aftermarket controller.
