Probably not going to get much help asking a Montana forum about a Forest River 5er.
But here goes:
Re-dimpling the flange with a punch or twisting the edge with pliers will essentially make the flange of the cap "thicker", so when the wheel is bolted up to the brake drum, the cap will not float and wiggle in the space between them. That should fix the problem, ....until the get loose again.
That's all I have for you, other than buying some new ones. I wouldn't think that they would be all that expensive.
