In CA, you have to have a "Recreational Trailer Endorsement" (aka Restriction 41) added to your normal Class C drivers license in order to tow a 5th wheel over 10K and less than 15K lbs.

This basically is an additional written test. There is no skills test (no on the road driving required). Most HCs can get away with this. If you have a regular Montana then it is over 15K and you are required to have a Non-Commercial Class A license. That one is more difficult only because of CA's alley docking component.
