Sounds to me like the valve has become "crudded up." By that I mean that debris has begun to cling to it making it hard to move open and closed. We have found that adding some of Thetford's or TST's valve lubricant to each tank after dumping has helped tremendously in allowing the valve to move more freely. It has worked so good in the black water tank that we use it in the other tanks as well.

I've had the same problem since the unit was new-also a 3465. Hmmm! I don't believe that it is due to debris buildup.
I had the unit back to the dealer for servicing this past fall. One of the things they were to check was the black tank handle. They said that there was no kink in the cable and that the only thing they could do would be to drop the bottom and replace the valve. I thought that it would be an expensive solution so I didn't get it done.
I also took the back of the convenience centre out and checked the cable. Everything looked Ok.
For now, I'm going to put up with it.

Maybe I misunderstood the problem. I thought you were talking about the valve sticking but in reading the post again I note that it's the rod that appears to be sticking. Sorry.

We have that "extra" value connected to our dump outlet and it has prevented a "mess" several times. We are on our second one because we had one stolen in the parking lot of Bass Pro Shop just east of Chicago.
