Step Rugs

Bought a set of camco step rugs,I cannot fold the steps with bottom 2 rugs in place,but the steps will fold with top 2 rugs.I made sure their installed correctly still no luck.
Any suggestions or what brands would fit?

Don't think brand would make much difference as they all seem to fasten on the same way (at least the ones I've seen). I can use three and just leave the bottom step uncovered
