Loose surface material front bay and under overhang by Pinbox?

I had assumed that the loose, bulged I assume fiberglass ? sheet of the front overhang and the material (wall) next to the front access doors ( 2021 -3120) on Dad's 2006 Montana ( 2955) was from delamination of the skin from the probably pressboard backing structure. The skin can be pressed back against the wood backing, and it feels like the skin has delaminated from the wood.

So, is the loose, bulging skin supposed to be tightly glued to the wood backing, like the outside walls, or is it common for the front wall and the under-hang to be loose, bubbled out and annoying looking? I can't believe the underhang and front wall would be differently constructed than the siding construction, but maybe it is?

This drooping/ bulging of the overhang below the bed droops probably 2", and makes the gap between the underhang and the bed rails problematic in that it will drag the bed rails sooner than the corner trim where the walls and underhang meet. It is very unsightly and annoying that a new RV would have this loose skin......

Any insight appreciated
