We've wintered at Rancho California for 4 month periods in 2009/2010 and again 2010/2011. It's 15 miles or so from the shopping mecca of Temecula but the drive for groceries, etc. is pleasant enough and never seemed "too far" for us. The park itself is quiet, has a fair amount of activity and camaraderie and while the grounds are well maintained, the infrastructure is showing it's age. Money is the issue here as the monthly HMO fees for owners are already high. There are lots of sites to choose from from basic to overbuilt. The water is hard as nails and the internet at the site (surcharge and you need to buy a router) quite spotty although there was some talk of upgrading the system. We rented from Candice at Fairway Associates and paid $500/month for a basic but huge site. You won't avoid winter here as it gets quite cold at night (November thru March) and we did see snow on occasion and heavy rain from time to time. They did not heat 4 of the 5 pools while we were there which rendered them unuseable. It's definitely worth visiting and forming your own opinion but after 2 successive years, we decided to try Yuma in 2012/2013. That having been said, it's still on our list of above average parks.
