SO you have two problems:
1) you have to wait 10 minutes before you can reuse the microwave
2) If the Timer is on, you can not microwave.
The first should be easy to demonstrate to the dealer. There is no way they can say it is normal operation.
I don't know about the second. My home microwave can run the Timer and microwave at the same time. I don't know that I have tried it in the RV microwave. It maybe that the inexpensive microwaves they install don't allow this. But thew vendor, or its manuals, should tell you.
I would force the dealer to show you #1 is working without delay. They probably have another unit on the lot they can use to demonstrate. They have approval to replace from Keystone, there should be no issue
