I can't imagine saran wrap staying on once up to speed ... unless you don't care about looks or longevity of your decals, I'd stay away from any mentioned spray ons. I have good luck with a ladder, bucket of water, hose, and Bounce fabric softner sheets ... the bugs come right off with the aid of the fabric softner.

The next time I have a problem with the decals on the cap I am going to remove them completely from the cap and go naked. I have noticed others with no decals and they do not look all that bad to me. It sure would make for cleaning the cap a lot easier.

Fabric softener sheets work for me! You can use new or used sheets and I use the cheapest sheets I can find! Just wet them with your wash water and wash away.I use a little Dawn in the wash water also. Once you do the initial wash with the sheets it is easier from then on! They leave a coating on the front cap that makes it easier to get the bugs off from that point on! Have had no problems with my decals at all. I have read from other posts- not to use waxes on the decals- that came from the decal manufacturer!
I even use the softener sheets on the front of my TV and the wife's car for the bugs. It works like a charm and it's easier to get the nasty little smashed critters off from that point on! I use Awesome on the front area below the cap to get the tar and etc off that but have never used it on the cap itself.
Try the drier sheet approach and I think you'll be pleasently surprised.

We spray Simple Green on, let it soak for a minute or two, and brush it off with some water. Simple Green also cleans off road grime very well.

The only Awesome I know of is the one I get at Dollar General and it comes in a spray bottle or in the gallon refill jug! It's kind of yellow in color and kind of reminds me of the bodily liquid waste if you know what I mean!

Be sure to wash off the bounce residue before it has a chance to bake on or it pretty well damages the finish. It did on our prior Montana. It's fine if washed off before it gets baked on.
I've not heard of using Dawn in the water but since Dawn is a degreaser I would think it would take the wax off??

Once the front cap oxidizes, has anyone been able to restore the shine?

I would think that any boat shine restorer would work fine to take the oxidation out. Check Overtons.com or westmarine.com for such products. Just s suggestion, haven't used it for such but it seems reasonable.
