"Convenience" center settings

I feel stupid even asking this but here goes. The labels on the convenience center don't make any sense to us. We always struggle with it. Right now we have the water heater bypass at horizontal which we think means off, as in the water will fill the water heater. The winterize switch is vertical which we think means off, as in it won't be trying to pull up antifreeze. The tank fill is horizontal which we think means it is just running off city water. Are we correct in how we are looking at it. We are using it for the first time in awhile and the main reason I'm asking now is because we aren't getting any hot water from the water heater so I want to make sure we have everything set right first.
