Waste tank outlet valve

Looking for your collective experience.
The standard waste tank system has a twist-on cap at the outlet of the system.
So, to drain your tanks you would first remove the cap.
Hmmmm so if the last time the system was used, if one of the main valves were slightly open, you would be greeted with a volume of waste fluid.
I am wondering if something like this would solve that problem
Camco 39085 Rhino Blaster Sewer Tank Rinser with Gate Valve

To be effective it would need to me attached all the time.

Questions
1) Do you have an alternate suggestion.
2) Would the Camco unit stay on while driving?

thanks for reading this.
