Sewer & Gray Water Swivel

Being a new owner of a Montana, you can guess the suprise when I went to dump the sewer and gray water and no hose! With that said what are you views on the swivel sewer line! It suppose to hold 15 feet of hose but I find that it binds up at the end next to the trailer and only let's out about 9 feet of hose. Have I done something wrong!
