Scare Light Problem and Remote Program

Was heading home from a trip and stopped for the night and noticed the curb side scare
light was on. Went to the wall panel to switch the light off and the switch was off. Took the remote and it did not turn the light off, so I thought it needed to be programmed but the programmer does not work ( guess the circuit board must be dead). Took the light bulb out of the scare light in order to turn it off. I don't understand why the light was on when we did not switch it on and I don't understand why the programming module stopped working, because we have not used the remotes for a long time. Anyone else have this issue and if so how did you fix the problem. Appreciate your thoughts.
