PD4575 Converter "Charge Wizard"
My 3791RD PD4575 Converter "Charge Wizard" indicates "Normal Mode". But when I physically check my batteries (2) they only show 11.87 volts using digital multimeter hooked up to shore power. When I hook up my truck with trailer cord. Batteries will charge. But not on shore power.
My Charge Wizard green light is showing this:
LED will flash 2 - 3 times per second. In this mode the output voltage is 13.6VDC and the converter is safely completing the charge of the battery.
The Charge Wizard Operation
While the built-in Charge Wizard automatically determines which operating mode is best suited to recharge or maintain optimum
battery condition, the Wizard Mode Button allows for manual override and has indicator light(s) to indicate the mode of operation. NOTE: The Green LED on the left refers to the Charge Wizard - the Red LED on the right was for the Charge Sentinel (supplied on
converters built prior to year 2000)
BOOST MODE – Indicated by green LED remaining on. The output voltage is 14.4VDC to rapidly recharge the battery up to 90% of full charge.
NORMAL MODE – When the battery is between 50% and 90% charged, the green LED will flash once per second. When the battery has reached 90% of full charge the green LED will flash 2 - 3 times per second. In this mode the output voltage is 13.6VDC and the converter is safely completing the charge of the battery.
STORAGE MODE – Indicated by green LED flashing every 6 - 8 seconds. In this mode the output voltage has been lowered to 13.2VDC, the RV battery is fully charged and the converter is maintaining the charge.
MANUAL BUTTON - The manual button has been provided to allow the operator to temporarily override the converter (not recommended) or to verify the converter is operating properly. For manual operation, Press and Hold the button. The indicator light will soon remain “ON” indicating Boost Mode. Continue to hold the button and the light will blink rapidly indicating the converter is in the Normal Mode. Continue to hold the button until the light blinks slowly indicating the converter is now in the Storage Mode. After the manual button is released the converter will stay in the selected mode. When the battery charge status changes, the converter will return to the automatic mode of operation to prevent damage to the battery.

Some thoughts.
Have you recently removed and replaced the battery cables? Perhaps you hooked them back up backwards. This will blow the reverse polarity fuses in the converter and result in no 12V to the battery.
Or the circuit breaker for 120V power to the converter is off.
Lastly, the converter has gone bad (rare, especially on a relatively new rig) and needs to be replaced.

I have not touched the batteries. Just bought it in March. It was brand new 2017. No breakers were tripped or fuses on the front of the converter are blown (control panel).

Has the converter ever charged the batteries?
Montana ships the RV without a battery. The dealer installs the battery or batteries. It isn't beyond the realm of possibility that one of the highly qualified knuckle draggers doing the scut work of prepping the RV for you might have crossed up on the cables?
Measure the output voltage on the converter first. The problem likely lives there. If it is outputting 13+ volts, follow the charge wires towards the batteries. You could have a loose connection or a bad solenoid along the way.

My guess would be the battery cut off switch has been turned to the off position. The converter will still supply 12V to the lights and so on in the unit but will not charge the battery/batteries.

Duh! I agree. I assumed the OP was checking with the shore power disconnected.
