It is the filter!
No - I did not connect the hose to the RV without the filter.
I tested each piece individually to see where the water flow decreased. When I had the pressure regulator + the filter connected to the hose, but not to the RV - that is when I experience the degraded flow. The regulator alone did not impact a good flow.
