Yes, the Elkhart County 4-H Fair Ground does have multiple spaces and many more than the Montana Rally will occupy, BUT to attend the Fall Rally you must be staying in a Montana of some sort or an owner of one. You must also be a member of the MOC to be able to register. The Camp Ground MAY have more sights BUT they will be 30 amp and may or may not have sewer connection.
