I would hope so. I would certainly be asking the service manager why the two circuit breakers are wired in series and the pump is not protected by either. I would also be asking if those other 4 wires on the copper posts have their own fuse protection.
See if he fumbles for explanations, or says “yes, you are right, that is wrong”.
