Larry, I have noticed the same thing and plan to seal it off as well as add more insulation. That is what causes the cold draft coming from under the stair steps. The furnace draws it's air from the inside of the unit by way of the opening under the stairs so sealing around the top of that panel will not affect the furnace operation. The duct work that supplies the bed room is what heats the basement.
