You do have to rotate the receptacle before the plug will go in vertically. The receptacle ground contact is in the wrong position otherwise. You should be able to plug is without the rotation but the cord will be sticking out horizontally rather than vertical.

While rare, it could e a manufacturer's defect. Have you tried plugging into someone else's 50 amp receptacle?
