The regulator is set with all faucets turned off, nothing running. This is the max pressure. When you turn on a faucet, the pressure goes down, and then returns to the high level when the faucet is turned off again. I set mine with everything off and use the outside shower hose (on and off) to make sure all the air is out of the lines.
