I'd start by trying to raise or lower the legs manually using the crank handle. See if there is any resistance. That will eliminate a jammed leg or gear assembly. If you can move the leg using the crank I'd try taking a 12v feed directly to the motor leads. That should get you past all the controls, fuses, and switches.
