If it was a TT30R receptacle then it was wired incorrectly if it was 220V. If it was a 10-30R then it was wired correctly. The OP said it was "with angled blades and round ground pin" which describes a TT30R receptacle. A TT30R should never be used for 220V nor is designed for that use.
