I took BB_TX's solution/fix and installed the plastic electrical cover in my Reese hitch. My Reese slider is of course on rails and I could detect some slight play where the pins hold it down to the rails. I removed one pin at a time and wedged small pieces of vinyl material in between, then replaced the pins. It is pretty tight so if the pieces of vinyl stay in place that should also help with the noise.
