I live close to 29 and my first thought was the Charlottesville KOA but just checked and its closed for the season. Not sure how you are coming into Virginia but I do know that the the Shenandoah River State Park is open all year round. Its on 340 South of Front Royal Virginia. If its above freezing they have Water and Electric.
