My rig works very similar to jwedell, in that there are TWO wall switches to control the 12v overhead lights (one switch controls the light at the shower and the light in the toilet room, the second switch controls both overhead lights in the bedroom). Each 12v light fixture also has a rocker switch at each 12v light to further control the lights. Make sure these are on, too.
If these switches are all correct then I'd suspect a loose wire or bad switch (at each light fixture or on the wall). Proper debug procedures have already been mentioned. You might even try swapping bulbs, but keep close track - I've been known to confuse myself if I don't pay close attention to the swapping.
