Yes it is possible..I have used several different carriers and have been able to use my phone as my 'backup mode' so to speak. All of them required dialer software to be installed on my laptop and as it is in essence a cellular call it will take from your bucket of minutes.
Check with your provider and know that your connection will be very very very slow.
