This subject has come up a number of times and is always confusing. As I understand it about half the states allow 3 unit towing and half don't. Generally the western states seem to be more open to the process. I don't know why it is so difficult to get a straight answer from the state people but that seems to be a standard problem.
I know that Steve Reigle used to do multi unit towing and may have some answers for you. There are also at least a couple of other MOCers that tow multiple units. Perhaps one of them will step forward with some answers for you.
