I recently went through something similar with our 17 3661RL. For me it was two things. First and foremost. Make sure your battery/batteries are fully charged and in good working order. A low voltage situation will do this everytime. Second for me. Upon inspection of all connections from the battery to and throughout the leveling system I found that the polarity reversing solenoid had a bad post. The center post would just freespin.
