Most likely the fender is flapping because one of the fender support bracket screw heads sheered off.

You can repair this by making a small right angle bracket and mount one side to frame edge and other to support bracket. Or.. you can pull all the skirting off to get to sheared off screw. I chose the least intrusive way....

You can also repair any cracks around the fender well screw holes by using JB Plastic Weld epoxy and clean and apply to backside of fender. I added a small piece of metal to one area that had a 2 inch crack. The metal acts as a doubler and supports the repair

None have ever cracked any further after repairs made and support bracket reattached with my right angle repair
