The West Virginia coal mines (surface and underground) cannot find enough qualified applicants. Even hourly employees are getting incentive packages: sign-on bonuses, gas allowances, 90% insurance with no premiums, etc. etc. It is odd to see WV actually needing workers instead of exporting them to the Charlotte area.
