Stay in Moab and you can easily get to Canyonlands and Arches. We stayed at Portal RV Resort in Moab and liked it.

Other side of the state for the other popular parks and not a days drive from Moab. I don't think there is a place to establish a base camp in Utah where getting to all the parks is realistic in a days drive.

If you are in Cedar City try Best Western Plus on the corner of 56 and business 15 east side of town, they have about 12 spots FHU, nightly free bbq for guests, breakfast in the morning. Call for availability .

If going thru Beaver just up the 15 try the Beaver Dam RV park. Was only $13 for FHU with Passport America and the restaurant, Maria's, is in the park. (very good Mexican food).
