I had this issue on a Landmark fifth wheel. According to 3 different RV paint shops and information from the internet the probable cause is from poor preparation of the surface and/or contaminants in the paint equipment. The only way to fix it is to sand it and repaint the area. My estimate for 3 baggage doors was around $2,000. I ended up selling the unit.
