Climbing ladders and hiking are always optional. If you don't want to climb or hike, there is still plenty to see. Last I checked, ranger led activities were suspended for covid. I'll research it and also see if tours are available. If not at Mesa Verde, there are similar climbing/hiking options at other local parks (Hoven Weep, Canyon of the Ancients, etc). See post 3

Ute Mountain Tribal Park offers private tours for groups or individuals for a small charge. Most people don't see this; you have to be a Ute or be escorted by one. They also have ruins, ladders, etc. Pottery remnants laying all over the place.
