He told you wrong. Here is a previous discussion about it.

I would take it back to him and explain the requirements of the National Fire Protection Association regarding recreational vehicles so that he does not do that to any one else. He is leaving himself, and his company, open to major liability issues if something catastrophic ever happened, unless the NFPA requirement is not used in Canada.
