If your pump was quiet previously, it sounds like you have pump cavitation, which can be caused by several conditions:
Blockage in the inlet, causing restricted flow (when your tank ran low it may have had some debris in the water that got sucked into the intake line), if you have an inlet filter make sure it is not partially clogged.
Loose fittings, and or intake line, allowing air to enter the pump, which in turn causes cavitation.
