Ozz is right you need to look. Based on the fact that the cable was hard to pull and the water came out of the under belly you should look to see if the valve has pulled loose from either the tank or the drain pipe leaving the valve or even possibly split the tank at that connection. Any of those, in addition to the valve itself breaking apart, would result in the water entering the underbelly.
