Thanks to everyone for the welcome. Yes to both questions. It came with Sailuns - I did not want the other tires.
The receiver is too small though. It measures 1 1/4" inside measurement. I have not researched yet but I noticed each side is bolted to frame. Am thinking about taking off and having a welder make a new, beefier one with 2" receiver. I already have a bike carrier and a luggage rack with a 2" hitch.
