A contractor once taught me a trick that might work. shut the valve and then fill the tank as full as possible with clean water. Then open the valve just slightly - might have to play with the amount. you want enough water to come through but not too much. with the valve being partially open the water flowing through generates turbulence in the area the gate seals. This can sometimes loosen the offending material and flush it out. This only works if it is indeed is material preventing the gate from closing. Obviously doesn't' work for a damaged valve or seal.
