Times are changing and the trailer manufacturers are slowly changing with them. If the vehicle certification label depicts a cold inflation pressure of 95 PSI they are only required to install tires that will will withstand that 95 PSI. The ST 235/80R16 with a LRF would qualify. However, to date, there are zero steel cased ST235/80R16 LRF tires on the market.

I'm not sure what you are driving at here. I did go to several dealers and looked at many web sites. The Montana High Country (377FL) and Montana (3791RD) had the same rated wheels. All the Montana High Country trailers we looked at had a lower load rated tire while the Montana had a higher load rated tire.
