It could be that the inlet you are hooked to is stuck shut not allowing water to flow. I would disconnect from that inlet and see if water flows from the water source through your filter first. Given it does then I would push the center of that inlet with something to make sure to moves freely. A bit of water may flow back out of it when you do this. Then I would hook up again and see if flow is happening. From the picture it looks like the selector switches are correctly set...water heater bypass off, winterize off, and flow normal on. Do you get water flow out of the external shower hose that you have hooked up in this picture? If you turn on the cold water low point drain, the blue pex in the bottom of your picture, does water flow out of there?
