A couple of suggestions for you:
Riverbend Campground is located at redlight #2 off the Parkway in Pigeon Forge. Nice paved pads on the river. Rex the owner/operator is a nice guy. Last time we stayed it was $22.00/night.
If you are a member of Passport America the Eagles Nest on Hwy. 321 (Wears Valley Road) about 1.5 miles off the Parkway is $15-$16/night. No paved sites, but do have Cable. We've stayed their a couple of times. $7-$8 per night adds up after two weeks or so.
Pigeon Forge is only 5 miles from Gatlinburg. Park your car at the visitor center (free parking) and take the .25 trolley into town.

P.S. Visit the Gatlinburg Aquarium (Ripley's)if you get a chance. It's very nice.
