I thought so about the breakers. They have had plenty of time to cool but still get click. These are either faulty or the pump is frozen. I will disconnect pump and check for voltage. Thanks again, I will “upgrade” the breaker.

If your pump motor was smoking, I would be careful about powering it up with a bigger breaker until you have checked it that it hasn't been damaged. Smoking electric motors is not a good thing.
