3M marine adhesive. I have repaired a severely damaged shower bottom with this stuff. It just wont let go. A boat repair facility I know glues the cleats right onto the gunwales of boats with no other fasteners and if the cleat gets ripped loose it takes part of the boat with it. It's a bit gooey to use and I don't know if it comes in any other color than white but it won't let go. By the way, it's catalyst is water. You can buy it at most hardware stores.
