There may be more than one way, but you can click on Forum in the top left corner and that will bring up all the various topic specific forums. Click on the forum that best fits your question. Then you will see a button New Thread. Click on it to start a new one.
Probably get more response if you go ahead and do that as people will often not go back to a thread that has been around this long as they assume they have already seen about all there is to see on that one.
