Has anybody run accorse the problem of the gross trailer weight capacity exceeding the tire capacity at max air pressure?

According to the trailer specs published by keystoe on the High Country page max trailer wieght is 14285 (shipping weight + cargo) the tire mafg says the tires are rated for 3520 lbs each or 14080 total.

I thought it was a federal law to sell a vehicle that did not meet weight specs.
