What is created behind the 5th wheel is a negative flow area, like you see on a SUV or Suburban, when the rear is all covered with dirt or dust.
On my wife's Suburban we had to put a air flow scoop near the top of the door to direct air flow into the area.
So I don't think that mud flaps would help.
Just my thoughts!!
