I think you nailed it my brother. So, my conclusion is if the retailer chooses to take that "level" of discount from the cc company, then I can buy my fuel elsewhere. Otherwise, I am inconvienienced for a higher profit margin for the retailer.
I'm still making my feelings known to the "corporate offices" each time I encounter the problem.
